Overview

The Second Basic Plan for Intelligent Robot Development will renew key R&D, distribution, and human resource training programs under the following objectives: 1) global recognition of domestic robot product quality (KOLAS), and international standardization of domestic technology; 2) industry expansion through application of robot technology and products to other manufacturing/service sectors; 3) introduction of a customer-oriented "open and competitive" system to meet various societal needs and expand into global markets.

Policy

Reinforce R&D through "selection and concentration"

Implement pioneering R&D projects
  • Develop extensive R&D projects for highly promising industry segments such as disaster recovery robots and robot health towns.
  • Build a large-scale simulation test beds and strengthen cooperation between user ministries
Reflect societal needs
  • Redesign the entire R&D process (planning → project selection and implementation → evaluation) around the needs of end-users
Enhance R&D for software and services
  • Prioritize R&D for robots based on software and service, which are the two weakest parts of the industry value chain (technology → software → product → service).

Expand demand throughout the economy

Apply robot technology to other manufacturing and service industries
  • Draw up a business strategy roadmap that includes plans for R&D, institutional improvement and supply expansion to achieve convergence with manufacturing, healthcare/rehabilitation, culture, etc.
Utilize supply projects
  • Implement a focused supply project in robot industry segments that can generate large market demand within five years (including the segments that have proved their value through past supply projects).
  • Strategically match the supply projects not only with the finalized R&D projects (or products) but also with ongoing R&D projects.
Reinforce global cooperation
  • Conduct joint studies on robot technologies (e.g., disaster recovery robots) in collaboration with overseas organizations.
  • Provide overseas expansion support tailored to the traits of products and target markets.

Create an open industry ecosystem

Attract investment from user companies and key firms of other industries
  • Build a new manufacturing ecosystem by having user companies participate in extensive R&D projects.
  • Strategically encourage participation of key enterprises from other industries such as portal service providers and logistics firms
Globalize standards and certification processes
  • Dominate the global market by delivering world-class quality and promoting the adoption of competitive domestic technologies as ISO/IEC standards.
Develop experts for SMEs
  • Open human resource training courses for SMEs (e.g., Capstone-Design) (2014)
  • Develop creative robot experts skilled in hardware, software, and convergence with other industries and academic fields.
  • Help robotics high school or specialized high school graduates balance work and study more effectively

Construct a nationwide convergence network

Broaden cooperation with other industries and sectors
  • Promote the use of robot technology across all industries through cooperation with large service companies (in telecommunications, logistics, and performance industries among others), venture capital, and overseas institutions.
  • Run the "R-Idea Bank" to collect robot business-related ideas and suggestions from the general public (2015)
Consolidate the industry's cooperative system
  • Improve the Robot Industry Policy Conference system to achieve better coordination of industry policy between different ministries and regions and stronger synergy effects.
Redefine the roles of local institutions
  • Specialize and advance the existing infrastructure (e.g. facilities, equipment, workforce) at each robot-related local institution.
  • Upgrade local institutions into "regional robot convergence centers" to facilitate the development of local robot companies.
